Oil City Boy Accused of Killing Grandparents Over Insult to Mother

POLK, Pa. (EYT) – According to court documents and releases issued by Pennsylvania State Police, a 13-year-old Oil City boy shot and killed his grandparents after they called his mother a “whore” and “were speaking poorly about her.”

The bodies of 67-year-old Dorothy E. Fross and 69-year-old George A. Fross were found on Monday around 8:30 p.m. after police responded to the couple’s Polk Cutoff Road home at the request of the Fross’s son.

Police say the shootings took place around 4:00 p.m. on Sunday when the victims’ grandson, 13-year-old Zachary James Proper of Oil City, became angry at them for calling his mother a “whore.”

According to court documents obtained by the Post-Gazette, Proper told police that he waited for his grandfather to leave to go to the store and then used bolt cutters to break into a gun safe.

The Post-Gazette quoted the affidavit as saying Zachary sneaked up on his grandmother and shot her in the head. Zachary then phoned his grandfather to tell him that he would help him carry groceries into the house.

According to the affidavit, Mr. Fross arrived at the house and “Zachary took a pizza out of his hands and then waited for him to walk by and then shot him in the shoulder.” The affidavit continues to state that Zachary told police he shot his grandfather several times until the gun jammed.

Zachary allegedly told police that he drove his grandparents’ car to Oil City and discarded the gun in a storm drain. Police say Zachary then spent the night at his cousin’s house.

He was arraigned before District Justice Michael Snyder and placed in the Venango County Jail. No bond was set due to the serious nature of the crime.

Zachary will be charged as an adult.
