Oil City Council Receives Copy of Oil City Main Street Revitalization Five-Year Strategy Plan

OIL CITY, Pa. (EYT) – Oil City Main Street Manager Kathy Bailey presented the Oil City Council with an updated version of the Oil City Main Street Revitalization Five-Year Strategy Plan at the Oil City Council meeting on Thursday.

In a letter to the council, Bailey reminded the members that in November 2019 the Pennsylvania Department of Community and Economic Development officially designated the Oil City Main Street Program as a Keystone Main Street Community.

That designation came following the approval of a detailed application with a five-year revitalization strategy. The process started in 2017 and has involved various revisions; the last revision, before the one presented on Thursday, was in May 2019.

“Since last May, various new circumstances in downtown Oil City have come to light that may require our involvement going forward,” Bailey wrote.

“Our revitalization strategy is a working tool that will be updated as needed over the next five years.”

According to Bailey, the major goals of the program are to (1) increase occupancy and economic activity within the commercial district using arts as an impetus to launch; (2) enhance the overall appearance of downtown Oil City; (3) increase the level of community engagement; and (4) improve recognition and support of Oil City Main Street.

To achieve those goals, Bailey said each of the five subcommittees have developed their own goals and objectives. Those goals and objectives can be viewed in the document linked above.

“This is a very optimistic document,” Councilman Ron Gustafson said.

Bailey acknowledged that not everything in the document will likely get done.

“Yes, it’s a tall order,” Bailey said in response to Gustafson’s statement.
