Oil City Couple Busted for Meth, Facing Three Child Endangerment Charges

OIL CITY, Pa. (EYT) — The Oil City Police Department has arrested three individuals on drug charges following a search of their residence on North Street, in Oil City, Venango County.

According to online court documents, criminal charges were filed against 19-year-old Dylan M. Kemling-Larson; 43-year-old Jonathan Scott Larson, and 44-year-old Jonell Ruth Larson — all of Oil City.

According to a criminal complaint, an interview was conducted with a concerned citizen regarding the possession of a controlled substance and possession of drug paraphernalia at a residence at 1103 North Street, Oil City. The concerned citizen provided officers with photographs of items observed inside the residence. Police also learned that three children lived at the residence — a three-year-old, an eight-year-old, and a 14-year-old.

Based on this information, the Oil City Police Department obtained a search warrant for the house belonging to Jonathan Scott Larson and Jonell Ruth Larson, and police searched the residence around 1:23 p.m. on May 22, the complaint states.

Upon entry into the residence, officers conducted a safety search for any persons inside the residence. In a second floor bedroom area, officers made contact with Dylan Larson. Larson is known to Oil City Police Officers from prior law enforcement-related matters. Larson was detained at this time and escorted from the residence, the complaint continues.

According to the complaint, Officer Ruditis and Chief Wenner, of the OCPD, searched the bedroom area where Larson was located. Chief Wenner located a backpack inside the closet that contained two bong-type smoking devices. Officers also found a plastic-type tube containing suspected marijuana and a metal-type smoking pipe in the bedroom.

The complaint states that officers located Jonell Larson in a room adjoining the kitchen area. A search of the room revealed multiple glass smoking-type pipes, an altered light bulb, a silver in color small spoon, and pieces of plastic straw with residue.

An interview was conducted with Jonell Larson who waived her Miranda Rights and agreed to speak to officers. She allegedly admitted to possessing methamphetamine, cocaine, and marijuana, and paraphernalia to ingest the controlled substances. She also allegedly told officers that she and Jonathan Larson used their cellular phones to facilitate the possession of controlled substances, the complaint continues.

Case Status:

All three individuals were arraigned on May 22 in front of Magisterial District Judge Andrew F. Fish.

Dylan M. Kemling-Larson faces the following charges:

– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession of Drug Paraphernalia, Misdemeanor (four counts)

Hw is free on $8,000.00 unsecured bail.

Jonathan Scott Larson and Jonell Ruth Larson

Both individuals face the following charges:

– Conspiracy — Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Endangering Welfare of Children -Parent/Guardian/Other Commits Offense, Felony 3 (three counts)
– Criminal Use Of Communication Facility, Felony 3
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

Unable to post $10,000.00 monetary bail each, both individuals were lodged in the Venango County Jail.

Preliminary hearings for all three individuals are set for 8:30 a.m. on May 31 with Judge Fish presiding.
