Oil City Man Accused of Attempting to Enter School with Drugs in Backpack Jailed on Felony Charges

OIL CITY, Pa. (EYT) – An Oil City man who allegedly attempted to enter an area school building with multiple controlled substances in a bookbag has been jailed on felony drug charges.

Court documents indicate the Oil City Police Department filed criminal charges against 41-year-old Damien Sloan of Oil City.

According to a criminal complaint, around 8:44 a.m. on Wednesday, June 27, officers of the Oil City Police Department were advised of a report of a suspicious male near the St. Stephens School area and West Third Street.

The complainant reported that the man attempted to gain entry into the St. Stephens School and was walking around yelling. He was described as having black hair and wearing a blue shirt and dark shorts.

Oil City Police Chief Wenner saw the individual at West Third and Moren Street and advised OCPD dispatch and the responding officers that he recognized the individual as Damien Sloan.

Patrolman Deloe and Officer Lawton arrived at the location moments after Chief Wenner. It was observed that Sloan appeared to be under the influence of a controlled substance. He was placed under arrest for disorderly conduct and public intoxication.

According to the complaint, Sloan allegedly stated that he had syringes in his bookbag, which was with him at the time of his arrest. He also allegedly told authorities that he had four bags of heroin, two grams of crystal methamphetamine, and about a half of a gram of cocaine in his bookbag, and stated he was “speed-balling.”

The complaint states that Sloan said he had “received his income tax return after getting out of jail and had fallen back into using and selling some of the drugs in his possession,” according to the complaint.

Officers located suspected cocaine, crystal methamphetamine, heroin, packaging materials, and two sets of digital scales within the large compartment of Sloan’s bookbag along with $900.00 cash, the complaint states.

Sloan was arraigned at 1:20 p.m. on Wednesday, June 27, in Magisterial District Judge Andrew F. Fish’s office on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possession of Controlled Substance, Misdemeanor (three counts)
  • Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3
  • Public Drunkenness And Similar Misconduct, Summary

Unable to post $15,000.00 cash bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, July 11, with Judge Fish presiding.
