OIL CITY, Pa. (EYT) — Charges against an Oil City man who allegedly choked a woman during a domestic incident were held for court this week.

According to court documents, on Wednesday, August 29, the following charges against 34-year-old Charles William Davis, of Oil City, were held for court during a preliminary hearing in front of Magisterial District Judge Andrew F. Fish:

• Strangulation — Applying Pressure to Throat or Neck M1 Unlawful Restraint/Serious Bodily Injury, Felony 2
• Terroristic Threats With Intent To Terrorize Another, Misdemeanor 1
• Simple Assault, Misdemeanor 2
• Resist Arrest/Other Law Enforcement, Misdemeanor 2

The case has been transferred to the Venango County Court of Common Pleas.

Davis remains lodged in Venango County Jail.

He was denied bail as a “threat to society” according to court documents.

Details of the case:

According to a criminal complaint, around 9:42 p.m. on Saturday, August 18, Oil City Police Officers were dispatched to a domestic incident in progress on at a residence on Pearl Avenue.

Patrolman Rembold of the Oil City Police stated that as he approached the front door of the residence, he could hear a man yelling “You will not (expletive) talk to me like that” but could not hear another person in the residence.

Patrolman Anderson went to the rear of the residence while Patrolmen Rembold and Hargenrader began knocking on the front door and announcing their presence. Patrolman Anderson then advised the other officers that a man had tried to exit an upstairs window onto a roof, and when ordered to show his hands, had gone back into the window.

Patrolman Rembold contacted Chief Wenner, advised him of the situation, and was given the authority to force entry into the residence.

According to the complaint, the officers made entry through the front door and made contact with a female at the top of the stairs. The woman was ordered to come downstairs and complied after retrieving a small child from a man in a doorway at the top of the stairs.

The man was then ordered to place his hands on his head, come down the stairs slowly, exit the front door, and then turn around and place his hands behind his back. He was detained for not complying with police directives and attempting to run from the officers, the complaint states.

Patrolman Rembold then spoke to the woman who stated that the man was Charles Davis, and he had been abusive for “a while” and she “wanted out.” She stated that he had thrown her on the floor in the kitchen then pulled her up by her hair and placed his hand around her throat and up against the wall, the complaint continues.

She reported that Davis told her if she ever tried leaving and taking the child away he would kill her, according to the complaint.

She said he then placed her in a chokehold and she remembered “seeing stars and things turning black and her body went numb.” She told police Davis then dragged her up the stairs and told her to get a shower.

According to the complaint, the victim stated that after she showered, Davis placed her in a chokehold again and was yelling and threatening her when the pounding on the front door began. She reported that he placed her in a closet and would not let her go for help.

The victim said that Davis finally let her go when the officers made entry into the residence.

Davis is also facing two misdemeanor counts of Use/Possession of Drug Paraphernalia stemming from an August 21, 2018 incident.
