Court documents indicate the Sugarcreek Borough Police Department filed criminal charges against 22-year-old Timothy Richard Wolf Jr., of Oil City, on Thursday, January 23.
According to a criminal complaint, around 7:49 p.m. on November 27, 2019, Lieutenant Baker, of the Sugarcreek Borough Police Department, was on patrol when he observed a vehicle in the Miller-Sibley baseball area, which is closed from dusk until dawn, parked in an area not meant for parking.
According to the complaint, the vehicle was running with its parking lights on.
Lieutenant Baker then activated his lights and got out to approach the vehicle.
Lieutenant Baker observed two people in the vehicle as he approached the driver’s side.

Lieutenant Baker then gathered Wolf’s information and requested Officer Johnson to the scene.
The complaint states Officer Johnson performed Standardized Field Sobriety Tests on Wolf and noted indicators of Wolf being under the influence of marijuana. Wolf was then placed under arrest and taken for blood testing, which later came back positive for marijuana.
According to the complaint, Wolf had a 16-year-old juvenile with him in the vehicle.
