Oil City Man Accused of Hitting Young Girl in the Face with Wooden Paddle

OIL CITY, Pa. (EYT) – An Oil City man is facing assault and child endangerment charges after he allegedly struck a young girl in the face with a wooden paddle.

Court documents indicate the Oil City Police Department filed criminal charges against 54-year-old Russell Allen Kimes, of Oil City, on December 3.

According to a criminal complaint, on Monday, December 3, Patrolman Rosenberger, of the Oil City Police Department, was notified by a delegate of CYS (Children and Youth Services) about a report that was made alleging that Russell Kimes had hit a known 11-year-old girl in the face with a wooden paddle.

Patrolman Rosenberger and a delegate of CYS traveled to the residence to speak with Kimes.

According to the complaint, upon arriving at the residence Patrolman Rosenberger saw the victim standing outside in the rain. She reported that no one was at the residence when she got off the bus.

The complaint notes that Patrolman Rosenberger observed two red and bruised marks on the victim’s face, one under her eye and another on her chin.

According to the complaint, Kimes arrived at the residence several minutes later.

Patrolman Rosenberger and the delegate from CYS then spoke to him about the incident which allegedly occurred on Saturday, December 1.

According to the complaint, Kimes stated that the children were outside playing, and when he went to tell them to come inside, the victim “wouldn’t listen” to him. He said that he then went outside with the paddle and struck the victim with it, leaving the two marks on her face. He then physically restrained the victim and took her inside the residence.

The complaint notes that Kimes stated he saw the marks on her face and “felt bad” about them, but never provided any medical treatment.

According to a report released by Patrolman Rosenberger, Kimes was arrested and all of the children were removed from the residence and placed elsewhere by CYS.

Kimes was arraigned at 6:10 p.m. on Monday, December 3, in Magisterial District Judge Matthew T. Kirtland’s office on the following charges:

  • Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Misdemeanor 1
  • Simple Assault, Misdemeanor 1

He remains free on $15,000.00 unsecured bail.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, December 12, with Judge Kirtland presiding.
