Oil City Man Accused of Sexually Assaulting 14-Year-Old Girl

OIL CITY, Pa. (EYT) – Police say an Oil City man has been arrested after he allegedly sexually assaulted a 14-year-old girl.

According to Oil City Police, after a six-month long investigation, they have arrested Frederick Sheldon Walter, II, 34, of Oil City, for aggravated indecent assault.

According to a criminal complaint, police were dispatched to a house in Oil City on January 30 and received word from the family that a 14-year-old girl may have been sexually assaulted by Walter.

In an interview, the girl said she was at her house getting ready for school when Walter, who she did not know prior to this, told her to go to her room, so he could listen to music, the complaint indicates.

The girl said she was “in her room getting ready for school and listening to music when Walter came into her room drunk with a glass of rum in his hand,” the complaint states.

They spoke to each other, and at one point, Walter allegedly unzipped her pants and placed his hands down them, touching her in a sexual manner, the complaint continues.

The girl told Walter to stop, and he did, and she zipped up her pants and went to tell her mom, the complaint states.

Based on the above information, Oil City Police arrested Walter around 10:05 a.m. on September 1 under a warrant issued at the request of Patrolman Ragon.

According to online court documents, Walter was arraigned before District Judge Andrew Fish at 11:25 a.m. on September 1.

He faces the following charges:

  • Aggravated Indecent Assault without consent — Felony 2
  • Aggravated Indecent Assault, victim less than 16 — Felony 2
  • Indecent Assault without the consent of the other person — Misdemeanor 2
  • Indecent Assault of a person less than 16 years of age — Misdemeanor 2

Unable to post $175,000.00 bail, he was placed in the Venango County Jail.

A preliminary hearing has been set for 8:30 a.m. on September 9 in Venango County Central Court.
