Oil City Man Accused of Trying to Strangle Woman

SENECA Pa. (EYT) — An Oil City man is facing charges after police said he tried to strangle a woman during an incident Friday.

Shaun L. Kase, 35, is charged with one count each of felony strangulation, misdemeanor simple assault, and summary harassment.

The charges were filed Friday at District Judge Patrick Lowrey’s office.

According to a criminal complaint filed by Oil City Police Lt. Love, officers were responding to 52 Wyllis Street for a report of a verbal domestic incident when they received word from Venango County 911 that the victim was strangled during the altercation.

When police arrived, Lt. Love spoke with the victim, who was sitting in her car. She said she was at the residence to get retrieve belongings from Kase.

According to the complaint, the victim said that she was on the porch with Kase when he grabbed her by the neck and began strangling her. She got away from him and fled to her car.

Kase followed her to the car, reached in the window and grabbed her left ear. She then began to scream and Kase allegedly covered her mouth with his other hand, the complaint said.

Red marks and scratches were seen on the victim’s neck and chest, according to the complaint.

Kase was placed in the Venango County Jail after failing to post $50,000.00 cash bail.

He faces a preliminary hearing on September 13 in Venango County Central Court.
