Oil City Man Allegedly Strikes Pedestrian with Vehicle, Flees Scene; Jailed on $85k Bail

KNICKERBOCKERCRANBERRY TWP., Pa (EYT) – An Oil City man is facing felony aggravated assault by vehicle and related charges after allegedly striking a pedestrian with his vehicle on July 25 and then fleeing the scene.

According to court documents, Franklin-based State Police filed criminal charges against 35-year-old Robert Lee Knickerbocker, of Oil City.

According to a criminal complaint, around 7:18 p.m. on July 25, Officer Seybert, of PSP Franklin, was dispatched to the area of 131 Cherry Lane, Cranberry Township, Pa., in regards to a pedestrian that was struck by a motor vehicle.

The complaint states that Officer Seybert arrived on the scene at 7:21 p.m.; he discovered that the involved vehicle was driven by Robert Lee Knickerbocker. The report states that “Knickerbocker struck Thomas John Schrum with his vehicle and fled the scene. Witnesses on the scene described the vehicle as a red Ford sedan.”

EMS arrived and Schrum was transported via helicopter to UPMC Hamot, the complaint continues.

Troopers Malek and Seybert left the scene and went to 3 Innis Street, Oil City – the address associated to Knickerbocker on his Pennsylvania Driver’s License. Officer Seybert observed a red Ford Taurus sedan parked in front of the residence. A large dent and smudge marks were observed on the right portion of the hood, according to the complaint.

Knickerbocker was located inside of the residence and taken into custody, the complaint states.

Based on his investigation, Officer Seybert filed criminal charges against Knickerbocker in District Judge Matthew T. Kirtland’s office.

He was arraigned at 10:45 p.m. on July 25 on the following charges:

  • Aggravated Assault by Vehicle, Felony 3
  • Accidents Involving Death or Personal Injury, Felony 3
  • Careless Driving, Summary
  • Reckless Driving, Summary
  • Fail Stop and Give Info Render Aid, Summary
  • Fail To Notify Police Of Accident/Injury or Death, Summary

Unable to post $85,000.00 bail, Knickerbocker was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on August 3 in Venango County Central Court with Judge Kirtland presiding.
