Oil City Man Busted for Drugs Following Traffic Stop, Faces Over 30 Charges

FRANKLIN, Pa. (EYT) — An Oil City man was arrested Wednesday morning in Franklin when a traffic stop lead to the discovery of marijuana, LSD, and ecstasy.

Court documents indicate that the Franklin Police Department filed criminal charges against 26-year-old Raine Tyler Brown, of Oil City.

According to a criminal complaint, around 12:41 a.m. on Wednesday, March 14, Officer Floor conducted a traffic stop on 2005 Chevrolet Sedan for having a headlight out.

Upon making contact with the driver, Officer Floor could smell the odor of marijuana coming from the vehicle; he asked the driver if she had any marijuana in the vehicle. Raine Brown, who was seated in the front passenger seat, stated that he had marijuana.

Officer Floor had all three occupants step out of the vehicle, and asked Brown where he had the marijuana. Brown told him it was in a black bookbag behind the driver’s seat.

Upon searching the bookbag, Officer Floor located 79 grams of suspected marijuana, two strips of suspected LSD, and 23 suspected ecstasy pills, along with $2,242.00 cash, a digital scale, and numerous items of drug paraphernalia. Brown allegedly admitted to having Marijuana, LSD, and Ecstasy, according to the complaint.

Brown was arrested and transported to Franklin Police Department.

He was arraigned at 8:30 a.m. on Wednesday, March 14, in Magisterial District Judge Andrew F. Fish’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (three counts)
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (24 counts)
– Use/Possession Of Drug Paraph, Misdemeanor (4 counts)

Unable to post $50,000.00 cash bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, March 21, with Judge Fish presiding.
