Oil City Man Busted on Meth Charges Following Traffic Stop

CORNPLANTER TWP., Pa. (EYT) – An Oil City man is facing criminal charges after he was discovered in possession of drugs and paraphernalia during a traffic stop.

Court documents indicate the Oil Creek State Park Police filed criminal charges against 44-year-old Frank Lloyd Glas, of Oil City.

According to a criminal complaint, around 11:12 p.m. on Friday, August 17, Officer Surrena, of the DCNR (Department of Conservation and Natural Resources), was on patrol when he witnessed a black Chevrolet truck traveling south on State Park Road. He noted the right turn signal was activated multiple times to indicate it was going to pull over and then pulled into the middle of the Five Power Road and State Park Road, blocking the intersection. It then turned back onto State Park Road and failed to use a turn signal to indicate movement.

Officer Surrena initiated a traffic stop.

According to the complaint, the driver of the truck identified himself as “Richard Lee Glas,” and the passenger also identified herself. Officer Surrena then informed the driver why he had been pulled over and asked for permission to search the vehicle, and the driver gave his consent.

During a search of the vehicle, Officer Surrena found a prescription pill bottle containing a plastic baggie stamped “4:20,” as well as a black CD case that contained a clear plastic syringe, a round orange pill (Clonazepam), a round white pill (Buprenorphine Hydrochloride), a clear baggie with a clear rock substance that he recognized as methamphetamine, and another clear baggie with suspected methamphetamine residue. The CD case also contained a wallet that had Frank Lloyd Glas‘s Identification Card and five hundred and eighty dollars cash, according to the complaint.

Officer Surrena then asked the driver if he was Frank Glas and not Richard Glas.

According to the complaint, the driver responded, “No, Frank is my brother.”

Officer Surrena called in Frank Glas’s information to Venango County 9-1-1 and was informed that Glas had multiple warrants for his arrest. He was also informed of distinct differences in appearance between Richard and Frank Glas that allowed him to positively identify the driver as Frank Glas.

When Officer Surrena placed Glas under arrest, Glas admitted his name was Frank and that he had lied and identified himself with his brother’s information, according to the complaint.

The complaint states that while waiting for a tow truck, Officer Surrena found a gun case with a Mossberg rifle and a black digital scale with suspected methamphetamine residue on it in the bed of the truck.

The complaint also notes that an investigation of Glas’s driving record indicated that Glas’s driving privileges were suspended/revoked and an investigation of Glas’s criminal history revealed that he was not to have possession of a firearm due to previous charges.

The following charges against Glas were filed on Monday, August 20, in Magisterial District Judge Andrew F. Fish’s office:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Person Not To Possess Use Etc. Firearms, Misdemeanor 1
  • False Identification To Law Enforcement Officer, Misdemeanor 3
  • Possession of Controlled Substance, Misdemeanor (two counts)
  • Use/Possession of Drug Paraphernalia, Misdemeanor (six counts)
  • Driving While Operator Privilege Suspended, Summary
  • Signal Improperly, Summary
  • Careless Driving, Summary

Glas is currently awaiting a preliminary hearing.
