Oil City Man Charged After Police Uncover ‘Romantic Relationship’ with Teen

OIL CITY, Pa. (EYT) — An Oil City man has been charged with 19 counts of corruption of minors following an incident that occurred in Oil City, Venango County.

According to court documents, the Oil City Police Department filed criminal charges against 54-year-old John Allen Smith, Sr., of Oil City.

Oil City Police Officers were summoned to the home of a 17-year-old female victim by her parents after they discovered inappropriate messages on her Facebook Messenger account.

Police discovered “what was clearly an ongoing romantic relationship between Smith and the victim,” according to police.

The victim and Smith were later interviewed by police.

During the course of the interview(s), it was learned that “the victim and Smith had been physically involved at lower levels since the beginning of September 2016. Their relationship culminated over the weekend of September 23 through September 25, when the victim told her parents she would be going for a sleepover with a similarly-aged female at Smith’s home,” according to police.

Statements provided by the victim and Smith were that “once others were asleep in the home, or in other rooms, they (engaged) in consensual sexual contact or intercourse approximately 19 times throughout the weekend,” police say.

Court documents indicate that Smith received a certified summons for a preliminary hearing scheduled for 8:30 a.m. on November 30. He faces 19 — first-degree misdemeanor charges of Corruption of Minors in Venango County Central Court with Magisterial District Judge Andrew F. Fish presiding.

Oil City Police were assisted by Caseworker Leah Heckathorn, of Venango County Children and Youth Services, during the course of the investigation.

Contact has also been made with Agent John Steffan, of the Pennsylvania Board of Probation and Parole, Franklin office, as Smith was being supervised by him during the time of the crimes, police say.
