Oil City Man Charged as Crackdown on Drug Ring Continues

OIL CITY, Pa. (EYT) — The arrest of an Oil City man is the latest development in the crackdown of an methamphetamine ring in Venango County.

According to a criminal complaint filed by Franklin-based State Police at Magisterial District Judge Andrew F. Fish’s office, 30-year-old David Scott Reed conspired with co-defendants, James Lee Kopf, Jeffery Scott Feely, Michael Poch and others to distribute crystal methamphetamine to the citizens of Venango County on multiple occasions between September 2018 and January 2019.

The complaint, filed by Trooper Morrison, notes that Feely was arrested on January 3, 2019, after he was found to be in possession of 11 ounces of crystal methamphetamine.

During an interview conducted on January 5, 2019, Feely told investigators that his friend, David Reed, was distributing methamphetamine with their organization until he “fell behind” and owed Kopf approximately $2500.00 for 4 ounces of crystal methamphetamine. Feely told investigators that he was concerned for Reed’s safety because he overheard a known suspect telling Kopf that “he was going to send a couple goons from the New Jersey/Philadelphia area to take care of him.”

Police were able to obtain a search warrant to gain access to Feely’s cell phone. The search revealed several conversations between Feely and Reed, aka “Scotty Smalls,” in relation to drug distribution.

The criminal complaint also noted that a known associate of Reed who resides with him provided a statement on February 11, 2019, indicating that that she witnessed co-defendants Kopf, Feely, and Reed, bring methamphetamine into her residence. She said the they took the methamphetamine into the basement and “separated it amongst themselves for distribution.”

Trooper Morrison subsequently filed the following charges against Reed on February 22, 2019:

  • Corrupt Organizations — Employee, Felony 1
  • Conspiracy To Violate 911b1, 911b2, 911b3, Felony 1
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (2 counts)
  • Int. Possession of Controlled Substance By Person Not Registered, Misdemeanor (2 counts)

Reed is awaiting a preliminary hearing.
