Oil City Man Charged With Meth Possession Following Traffic Stop

OIL CITY, Pa. (EYT) – A traffic stop early Friday morning resulted in the arrest of an Oil City man for possession of methamphetamine.

According to court documents, the Oil City Police Department filed criminal charges in Magisterial District Judge Andrew F. Fish’s office against 33-year-old Joshua Ryan Waters, of Oil City, on Friday, January 18, 2019.

The charges stem from a traffic stop around 5:36 a.m. on Friday, January 18, on Main and Relief Streets in Oil City, Venango County.

Patrolman Culp, of the Oil City Police Department, responded to a 9-1-1 dispatch regarding an erratic sports car traveling on Route 8. It was reported that the car had front end damage; it was missing a headlight; and its hazard lights were activated.

According to a criminal complaint, a traffic stop was initiated at the intersection of Relief and Main Streets, and the known driver stated that he had just picked up his passengers, and he was giving them a ride into town from Utica.

When Patrolman Culp leaned over to peer into the vehicle, he observed Joshua Waters in the passenger’s front seat.

The complaint states “there were several small zip lock style baggies protruding up from between his left leg and center console.”

It was learned that “(Waters) had recently been involved with methamphetamine-related offenses in Oil City,” according to the complaint.

Patrolman Culp also observed a black 35 mm film canister under the front edge of the passenger’s seat, and suspected crystal methamphetamine was discovered inside the canister.

Waters was arraigned at 3:15 p.m. on Friday, January 18, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Felony
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Bail was originally set at $15,000.00 monetary; however, it was increased to $45,000.00 because “(Waters) failed to disclose full criminal history.”

Waters is also facing drug-related charges stemming from a December 26, 2018 incident that occurred in Oil City.

Unable to post bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on January 23 in front of Judge Fish.

No charges have been filed against the driver of the vehicle as of Saturday, January 19.
