VENANGO CO., Pa. (EYT) — An Oil City man is accused of punching a woman in the face during a domestic dispute.

In a separate incident, he was reportedly found in possession of methamphetamine during a traffic stop.

For the assault case, court documents indicate the Franklin-based State Police filed the following criminal charges against 41-year-old Robert Leroy Porter Jr.:

– Terroristic Threats With Intent to Terrorize Another, Misdemeanor 1
– Simple Assault, Misdemeanor 1
– Harassment — Subject Other to Physical Contact, Summary

According to a criminal complaint, on April 1, Franklin-based State Police were dispatched to a residence on Bully Hill road in Sandycreek Township, Venango County, for a report of a domestic altercation.

According to the complaint, a known female victim reported she was engaged in a verbal altercation with Robert Leroy Porter Jr. two days earlier, and while she was on the phone with a known woman, Porter came over to her, grabbed her face by the chin, and struck her in the left eye with a closed fist.

The known woman on the phone also told police she heard the altercation occur, the complaint notes.

Both women stated they did not call police the same day the incident occurred because they were “too scared,” based on comments Porter had allegedly made earlier about “shooting the people that set (him) up,” related to a previous drug arrest, according to the complaint.

When questioned about the altercation, Porter said someone “wouldn’t let (him) come here if he knew I would do something like this.” When asked about the comments he allegedly made about shooting people, Porter admitted to making the comments, according to the complaint.

Porter was arraigned in front of Magisterial District Judge Matthew T. Kirtland at 2:20 p.m. on Wednesday, April 1.

He is currently free on $5,000.00 unsecured bail.

A preliminary hearing is scheduled for Wednesday, May 20, with Judge Kirtland presiding.

Second Case Against Porter Involving Meth Arrest

The Oil City Police Department filed the following charges against Porter on April 2:

– Possession of Controlled Substance, Misdemeanor
– Possession of Marijuana, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Duties At Stop Sign, Summary

The charges stem from a traffic stop in Oil City on March 31.

According to a criminal complaint, Officer Anderson, of the Oil City Police Department, initiated a traffic stop on a vehicle operated by Porter after the vehicle failed to come to a complete stop at a stop sign.

During the traffic stop, Officer Anderson asked for consent to search the vehicle, and Porter gave consent and stated everything in the vehicle other than a blue bag on the floor belonged to him.

According to the complaint, a black bag located in the vehicle was found to contain two meth pipes, two marijuana cigarettes, a baggie of marijuana, baggies with white powder residue, a marijuana pipe, a mirror, and a pouch containing a “roach.” A meth pipe was also located behind the passenger seat, and a green container of crystal methamphetamine was found on the key chain to the car.

A preliminary hearing on this case is scheduled for 8:30 a.m. on Wednesday, June 3, with Magisterial District Judge Andrew F. Fish presiding.
