Police: Oil City Man Makes Threats Against Victim While Being Served PFA

OIL CITY, Pa. (EYT) — An Oil City man is facing a terroristic threat charge after allegedly making a threatening statement while being served a Protection From Abuse (PFA) order.

Court documents indicate the Oil City Police Department filed criminal charges against 46-year-old Donald S. Sprague, of Oil City.

According to a criminal complaint, around 12:13 p.m. on Sunday, July 1, Patrolman Lawton was dispatched to a convenience store on State Street in Oil City to speak with the victim of a domestic violence incident that occurred on Orchard Street.

Patrolmen Lawton and Ruditis made contact with the known female victim and another known woman. Both women then traveled to the Oil City Police Department to apply for an emergency PFA order, which was granted by Magisterial District Judge Patrick E. Lowrey.

Around 2:18 p.m. Patrolmen Lawton, Ruditis, and Hargenrader went to the Orchard Street residence to serve the PFA order.

The officers made contact with Donald Sprague and advised him of the PFA order. They told him to gather his belongings as he was being evicted from the residence.

According to the complaint, around 2:30 p.m. Sprague made an unsolicited statement in the presence of Patrolmen Lawton and Ruditis, saying, “I’m going to come back here and break her (expletive) neck.”

At that time, Sprague was placed under arrest.

He was arraigned at 12:15 p.m. on Thursday, July 5, in Magisterial District Judge Patrick E. Lowrey’s office on a first-degree misdemeanor charge of Terroristic Threats W/Intent To Terrorize Another.

Unable to post $7,500.00 monetary bail, he remains lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, July 11, with Judge Lowrey presiding.
