Oil City Man Held for Court on Forgery, Theft Charges

OIL CITY, Pa. (EYT) — An Oil City man accused of keeping a money order he was supposed to cash for another individual was held for court on Wednesday.

Court documents indicate the following charges against 52-year-old Rodney Plowman were held for court on Wednesday, May 15:

– Theft by Unlawful Taking — Movable Property, Misdemeanor 1
– Theft by Deception — False Impression, Misdemeanor 1
– Forgery — Unauthorized Act in Writing, Misdemeanor 1

The charges have been transferred to the Venango County Court of Common Pleas.

According to a criminal complaint, in March, Rodney Plowman Sr. agreed to use his checking account to cash a $250.00 Western Union Rite Aid money order for a known victim. The money order was written out to the victim’s wife. Due to the age of the money order, the face value was $228.

The victim reported that Plowman was to have cashed the money order for him so that he could attend a doctor’s appointment in Pittsburgh, and that Plowman knew why he was cashing the money order. Plowman agreed to cash the money order and then immediately return the cash to the victim; however, the victim reported that he had not seen Plowman since giving him the money order.

According to the complaint, near the end of March, Plowman presented a known witness with the money order to pay back a cash loan. When questioned by the witness about the name on the money order, Plowman told the witness it was written out to his girlfriend. Plowman also signed a letter for the witness with the signature of the person named on the money order, knowing that the person named is actually the wife of the victim.

The complaint notes the witness then submitted the money order and the accompanying letter to the City of Oil City Utility Department to pay for water services at their home.

Plowman was arraigned in front of Magisterial District Judge Andrew F. Fish at 8:30 p.m. on Friday, May 10.

Court documents indicate that he remains lodged in the Venango County Jail in lieu of $10,000.00 monetary bail.
