Oil City Man Jailed for Alleged Inappropriate Sexual Contact with Teen Girl

OIL CITY, Pa. (EYT) – The Oil City Police Department filed charges Monday against a 46-year-old man accused of having inappropriate sexual contact with a 16-year-old girl.

Court documents indicate Matthew R. Bialo, of Oil City, was arraigned Monday before Magisterial District Judge Andrew F. Fish on charges of second-degree misdemeanor indecent assault without consent and first-degree misdemeanor corruption of minors.

According to a criminal complaint filed by Oil City Police Patrolman Robert Culp, Bialo is accused of subjecting a known 16-year-old female to unwanted sexual contact.

The incident allegedly occurred sometime between 9:30 p.m. on November 11 and 1:30 a.m. on November 12.

During an interview with police, the victim stated that Bialo placed his hand on her genitals.

The victim then left the room and did not return, according to the criminal complaint.

The criminal complaint states Bialo told police “he had done nothing wrong and had no contact with the minor.”

Bialo was taken into custody and transported to the Oil City Police Department.

“While being placed into the holding cell, without provocation, (Bialo) stated that he had been drinking that night and could not recall anything that happened,” said Patrolman Culp in the criminal complaint.

Bialo told police he “had no idea” why he was being arrested, according to the criminal complaint.

Bialo was placed in the Venango County Jail after failing to post $15,000.00 cash bail.

A preliminary hearing is slated for November 29 at 8:30 a.m. with Judge Fish presiding.
