Oil City Man Jailed on $50k Bail After Allegedly Grabbing Victim by the Neck, Slamming Her to the Floor

crime photoOIL CITY, Pa. (EYT) – An Oil City man faces charges after he allegedly assaulted a woman because she didn’t have money.

According to a criminal complaint, the victim arrived at the Oil City Police Station around 7:15 p.m. on July 15 to report the allegedly assault which had just taken place along East Fourth Street in Oil City.

The complaint states the victim said she was walking with her boyfriend,James Marvis Russell Jackson, 26, of Oil City, who was angry with her because “she didn’t have money on her card that they needed. At one point, he grabbed her drink and threw it to the ground.”

The victim said she took a separate route home to avoid Jackson and sent texts to two other people to make arrangements to spend the night away from home. When she arrived home, Jackson allegedly told her that his grandmother sent her $50.00 through Western Union, and she told him she’d pick it up tomorrow, the complaint indicates.

Jackson allegedly became angry again and “grabbed the victim by her neck, pinning her to the wall, then took her to another room and slammed her to the floor, sat down on her and held his hand over her mouth until she struggled…and was able to scream,” attracting neighbors, and then Jackson released her, the complaint continues.

Police noted the victim had slightly swollen lips and a small cut on the inside of her bottom lip, but she refused medical treatment, the complaint states.

Based on the facts discovered during the investigation, Patrolman Hargenrader, of the Oil City Police Department, requested a warrant of arrest to be issued for Jackson.

According to online court documents, Jackson was arraigned at 10:00 p.m. on July 15 before District Judge Michael Snyder in District Court 28-03-03.

He faces the following charges:

  • Simple Assault, second-degree misdemeanor
  • Harassment – Subjecting Another to Physical Contact

Unable to post $50,000.00 bail, he was placed in the Venango County Jail.

A preliminary hearing has been set for 1:30 p.m. on July 22 with Judge Snyder presiding.
