Oil City Man Pleads Guilty in Sexual Assault of Young Boys

FRANKLIN, Pa. (EYT) — An Oil City man accused of raping young boys pleaded guilty in Venango County Court this week.

According to court documents, on Wednesday, December 14, 20-year-old William Anthony Diamond Jr., of Oil City, pleaded guilty to the following charges:

– Rape of Child, Felony 1
– Criminal Attempt — Rape of Child, Felony 1
– Unlawful Contact With Minor — Sexual Offenses, Felony 3
– Unlawful Restraint/ Serious Bodily Injury, Misdemeanor 1
– Corruption Of Minors, Misdemeanor 1

As a result of his guilty plea, several other charges were dismissed.

According to court documents, Diamond remains lodged in the Venango County Jail. Bail was denied at his preliminary hearing due to Diamond being a “threat to society.”

His sentencing is scheduled for 9:00 a.m. on March 9, 2018, with Judge Robert L. Boyer presiding.

The charges stem from two incidents of sexual assault that occurred earlier this year.

Details of the June 2017 sexual assault incident:

According to the Oil City Police Department, charges arose from a month-long investigation into the sexual assault of a nine-year-old male.

According to police, “Diamond met with the boy and his family in the Siverly area of Oil City. Once alone with the child, he took him to a secluded area.”

Diamond then allegedly engaged in anal sex with the child, according to court documents.

“The child returned to his family and immediately reported the incident. It was then reported to Venango County Children and Youth Services,” court documents indicate.

Police say in early July of 2017, a forensic interview was conducted with the victim at the Troy Woods Complex on Dale Avenue in Franklin, Pa. During the interview, the victim disclosed the above information.

On July 17, 2017, William Diamond met officers of the Oil City Police Department for an interview. During that interview, Diamond admitted to having anal sexual contact with the minor victim one time, according to police.

Details of the July 2017 sexual assault incident:

According to a criminal complaint filed by Patrolman Webster, a 14-year-old male victim told investigators that he went to a “swimming hole” in Siverly with Diamond in early- to mid-July.

During the incident, Diamond allegedly started watching pornographic videos on his phone and showed the phone to the victim, the complaint indicates.

The victim stated he “did not watch the porn, and told Diamond he did not want to see it,” the complaint states.

According to the criminal complaint, Diamond repeatedly asked the victim to perform a sexual act on him.

When the victim attempted to leave, Diamond allegedly said “come on man, no one will know” and attempted to touch the victim. Diamond then allegedly attempted to pull down the victim’s pants. Then, Diamond allegedly held the victim down and attempted to unbutton the victim’s pants. The victim ran away, stating that he looked back several times “to make sure (Diamond) was not chasing him,” the complaint states.

According to the criminal complaint, the victim has not made contact with Diamond since the date of the alleged incident.

After interviewing the victim, Patrolman Webster applied for a search warrant for Diamond’s cell phone. The search warrant was granted, and Oil City Police Officer Culp conducted a forensic examination of the phone.

The examination revealed several pornographic photographs and evidence of web searches related to pornography within the timeframe of the alleged incident.
