Oil City Man to Be Sentenced on Friday on Charges of Assault, Theft, Drug Delivery

OIL CITY, Pa. (EYT) — An Oil City man is scheduled to be sentenced on Friday on charges related to three cases that include an assault at a convenience store, a cell phone theft, and the delivery of controlled substances.

According to court documents, 40-year-old William Joseph Campbell, of Oil City, will be sentenced on Friday, November 2, at 9:00 a.m. by Venango County President Judge Robert L. Boyer.

Campbell pleaded guilty on Monday, August 20, in the Venango County Court of Common Pleas to one third-degree misdemeanor count of simple assault, mutual consent fight on one case, one second-degree misdemeanor count of receiving stolen property on a second case, and one felony count of manufacture, delivery, or possession with intent to manufacture or deliver a controlled substance on a third case.

As a result of the plea agreements, the following charges were dismissed:

– Conspiracy — Receiving Stolen Property, Misdemeanor 1
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Harassment — Subject Other to Physical Contact, Summary
– Disorderly Conduct Engage In Fighting, Summary

Campbell remains lodged in the Venango County Jail

Details of the cases:

Fight at Convenience Store

According to a criminal complaint, on Saturday, March 24, William Campbell was allegedly involved in a verbal altercation that turned physical at a convenience store on Spring Street in Oil City.

Campbell entered the establishment and after a brief verbal altercation with a known male, the victim turned his back to Campbell, who then allegedly struck or pushed the victim to the ground. Campbell then allegedly placed himself on top of the victim and struck him multiple times on or around the upper body area, according to the complaint.

Patrolman Ruditis observed the events via video surveillance footage at the establishment.

On Sunday, March 25, Patrolman Ruditis made contact with Campbell regarding the incident, and Campbell allegedly admitted to being at the location and being involved in a verbal and physical altercation with the victim.

The victim was also contacted. He stated that he traveled to the Emergency Room at UPMC Northwest in Seneca for treatment of an injury to his chest and upper rib area.

Based on the investigation, charges were filed against Campbell on Friday, April 6, in Magisterial District Judge Andrew F. Fish’s office.

Cell Phone Theft:

According to a criminal complaint, Patrolman Ruditis, of the Oil City Police Department, had contact with a known man on March 24 who claimed that Randi Miller had possession of two of his cellular devices without his permission and had not returned the phones to him. The victim added that he had reason to believe that one of the phones – a blue Huawei Honor 8 Smartphone – was in the possession of William ‘BJ’ Campbell.

It was learned that an incident had occurred on January 28 in which Patrolman Culp had contact with Campbell and observed that he was in possession of a blue Huawei Honor 8 Smartphone. Patrolman Culp said Campbell was using the phone at the time of contact, and Campbell said he received the phone from “a friend,” the complaint states.

On March 25, Patrolman Ruditis traveled to a residence on East First Street in Oil City to make contact with Campbell after receiving information that Campbell is a transient and is known to stay at that residence. Contact was made with the residents who confirmed Campbell was there, and then Patrolman Ruditis made contact with him.

According to the complaint, Campbell confirmed that he was previously in possession of a blue Huawei Honor Smartphone and stated that he received the phone from Miller but was unaware it was stolen or that it belonged to the victim.

On March 26, Patrolman Ruditis traveled to a residence on Cornplanter Avenue in Oil City to make contact with Randi Sue Miller.

According to the complaint, Miller confirmed that she sold the phone to Campbell for $100.00. She also confirmed the phone was left at her residence by the victim when he was incarcerated for an unrelated incident. Miller claimed the victim owed her $100.00, so she sold the phone. She also confirmed that she told Campbell the phone she sold him belonged to the victim, the complaint states.

Based on the investigation, Campbell was arraigned at on Monday, March 26, in Magisterial District Judge Patrick E. Lowrey’s office.

Drug Charges:

According to a criminal complaint, on Saturday, May 26, Chief Wenner was on patrol in Oil City when he noticed William Joseph Campbell walking down East First Street. Chief Wenner requested Oil City dispatch to check for warrants on Campbell. It was discovered that Campbell had an active warrant for his arrest out of Magisterial District Judge Fish’s office.

Chief Wenner, along with Patrolman Ruditis, then took Campbell into custody and transported him back to the Oil City Police Department.

According to the complaint, upon a search incident to the arrest, Campbell was found to be in possession of a gray backpack with two combination locks securing the backpack. Campbell provided the combinations to the police, and officers found the bag contained a hypodermic needle, Campbell’s ID, and a black lock box.

Patrolman Ruditis subsequently applied for and was granted a search warrant by Magisterial District Judge Lowrey. During the execution of the search warrant, Campbell was found to be in possession of suspected methamphetamine as well as other drug paraphernalia including plastic baggies, a hypodermic needle, digital scales, and a small clear plastic tub containing residue.

Campbell was arraigned on Monday, May 28, in Magisterial District Judge Patrick E. Lowrey’s office.
