Oil City Man Waives Hearing on Child Endangerment, Assault Charges

OIL CITY, Pa. (EYT) – A 45-year-old Oil City man waived his preliminary hearing on charges stemming from a domestic incident that occurred on West 5th Street last month.

According to court documents, the following charges against 45-year-old Toby James Harris, of Oil City, have been transferred to Venango County Court of Common Pleas:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Misdemeanor 1, (three counts)
– Simple Assault, Misdemeanor 2, (four counts)
– Harassment – Subject Other to Physical Contact, Summary (four counts)
– Disorderly Conduct Engage In Fighting, Misdemeanor 3
– Public Drunkenness And Similar Misconduct, Summary

Harris remains lodged in the Venango County Jail on $25,000.00 monetary bail.

This case is working its way through the court system.

Details of the case:

According to a criminal complaint, Oil City Police officers were dispatched to a West 5th Street residence around 6:27 p.m. on Saturday, April 14, for a domestic dispute.

Officers spoke with a known woman and her three juvenile children. The mother stated that she and Toby James Harris had been drinking and an argument broke out concerning discipline issues for the children.

According to the complaint, the mother alleged that Harris head-butted her. Officers observed blood on her lower lip, but she refused to allow a picture to be taken for documentation.

One child stated that during the argument, she and her two siblings attempted to leave the house; however, Harris allegedly chased them outside. The child said she ran up Long Alley until Harris grabbed her by the right arm and brought her back to the residence. Police observed a bruise on the girl’s arm and documented it with a picture, the complaint states.

The mother verified this and also stated that when Harris brought the girl back to the residence, he began yelling and knocked the children to the ground.

Harris faced similar charges after he was pulled over for a traffic stop and found to be driving under the influence with a young child in the vehicle in 2015.
