Oil City Pair Accused of Selling ‘Large Amounts’ of Heroin in Venango County

OIL CITY, Pa. (EYT) – Authorities say two Oil City residents are facing felony charges stemming from the alleged distribution of heroin in Venango County.

Oil City Police filed felony drug charges against 26-year-old Kara A. Coogan and 34-year-old Justin C. Huff on April 27.

According to a criminal complaint filed by Oil City Police Officer Daly, an investigation began on March 9 into alleged drug-related activities at Huff’s Pearl Avenue residence.

Coogan and Huff were identified as co-conspirators in the delivery of “large amounts” of heroin in Oil City and various other locations throughout Venango County.

The investigation revealed that Coogan — with the aid of others — allegedly traveled to the Pittsburgh area where she made contact with a black male identified as “JJ.”

Coogan allegedly met with “JJ” in the Highland Park area and purchased bricks of heroin. Quantities ranged from 4 to 7 bricks with each brick containing 50 stamp bags.

From March 9 to April 9, Coogan — with the aid of others — allegedly purchased $500 to $1000 worth of heroin every 24 to 48 hours.

Coogan returned to Oil City and proceeded directly to Huff’s residence on “almost every occasion,” according to the criminal complaint.

The criminal complaint states that Coogan and Huff would then contact other dealers and users in an attempt to sell the heroin.

They are also accused of using heroin at Huff’s residence.

Police say these drug-related activities occurred approximately 11 times between March 9 and April 9.

Multiple young children were present while these activities allegedly occurred, according to the criminal complaint.

On April 22, Oil City Police searched the residence with Huff’s consent.

Police seized items consistent with the distribution and use of various controlled substances and drug paraphernalia.

Investigators say multiple needles were found in locations accessible to children who were present at the time of the search.

Additional evidence revealed that Coogan used a communication device (telephone) to “further her part of the criminal conspiracy.” The phone was allegedly used to arranging pick-ups, transportation, and sales of controlled substances.

Huff was aware of these illegal drug activities on “almost every occasion,” according to police.

On one occasion, Huff traveled to the Pittsburgh area and used Coogan as the “go-between” to allegedly purchase heroin for his own use and resale.

The following charges were filed against Coogan:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intent Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Criminal Use Of Communication Facility, Felony 3
  • Endangering Welfare of Children -Parent/Guardian/Other Commits Offense, Misdemeanor 1

The following charges were filed against Huff:

  • Conspiracy — Manufacture, Delivery, or Possession with Intent to Manufacture or Deliver, Felony
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intent Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Endangering Welfare of Children -Parent/Guardian/Other Commits Offense, Misdemeanor 1

Coogan and Huff were placed in the Venango County Jail after failing to post $35,000 cash bail each.

Both face preliminary hearings before Judge Andrew F. Fish on May 4.
