Oil City Pair Found in Unpaid Hotel Room With Meth, Paraphernalia Held for Court

OIL CITY, Pa. (EYT) — Two Oil City residents were held for court on Wednesday on felony charges related to an incident where they were caught using a hotel room they didn’t pay for and found in possession of methamphetamine and paraphernalia.

Court documents indicate 44-year-old Kevin Jay Zenker and 39-year-old Julie Ann Anderson, both of Oil City, were both held for court on Wednesday, October 9.

Zenker faces the following charges:

– Criminal Conspiracy Engaging — Criminal Trespass-Enter Structure, Felony 3
– Criminal Trespass-Enter Structure, Felony 3
– Criminal Conspiracy Engaging — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Theft Of Services-Acquisition Of Services, Misdemeanor 1
– Use/Possession Of Drug Paraphernalia, Misdemeanor (three counts)
– Deliver/Intent To Deliver Drug Paraphernalia, Misdemeanor
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

Anderson faces the following charges:

– Conspiracy — Criminal Trespass-Enter Structure, Felony 3
– Criminal Conspiracy Engaging — Criminal Trespass-Enter Structure, Felony 3
– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Theft Of Services-Acquisition Of Services, Misdemeanor 1
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Deliver/Intent To Deliver Drug Paraphernalia, Misdemeanor

The charges have all been transferred to the Venango County Court of Common Pleas.

Unable to post $5,000.00 monetary bail each, they both remain lodged in the Venango County jail.

The charges stem from an incident that occurred on September 29.

Details of the case:

According to a criminal complaint, on September 29, Oil City Police were dispatched to a hotel on Elm Street for a report of unwanted individuals in a room who had not paid for the room.

Upon arrival, Officer Anderson and Patrolman Ruditis made contact with Julie Anderson and Kevin Zenker who were attempting to leave a hotel room. Both Anderson and Zenker were known to the officers from prior law enforcement matters, the complaint states.

According to the complaint, Zenker said they were traveling through the area and admitted that they found the room unlocked and used the services of the hotel without consent, entering without consent of the owners or management.

Both Anderson and Zenker were then taken into custody.

The complaint notes that multiple bags of property were found in their possession. A later search of the bags revealed methamphetamine and multiple pieces of drug paraphernalia, as well as unused small zip lock baggies used for storing and delivering controlled substances, according to the complaint.

They were both arraigned in front of Magisterial District Judge Matthew T. Kirtland on September 29.
