Oil City Police Seeking Man Wanted on Warrant After Fleeing Traffic Stop, Dropping Drugs

OIL CITY, Pa. (EYT) – Oil City Police are seeking the public’s assistance finding a man wanted on an active arrest warrant after fleeing a traffic stop in Oil City late last week.

According to police, an arrest warrant was issued for 35-year-old Jeffery Scott Feely Jr., of Oil City.

Police say the warrant arose from an incident that occurred around 1:00 p.m. on Friday, December 28, at the parking lot of Kay’s Smorgasbord on East Second Street in Oil City.

According to police, officers on patrol observed a newer dark gray Ford Escape on State Street without a certificate of inspection on the windshield. The officers maneuvered their marked patrol vehicle to follow the Ford and conduct a traffic stop for the violation.

The officers radioed in the registration of the vehicle and learned it was registered to a known 34-year-old Oil City woman.

Police say a traffic stop was initiated on the vehicle at the entrance/exit of Kay’s Smorgasbord on East Second Street in Oil City. The driver of the vehicle, who was later identified as 30-year-old Edward C. Davore, of Oil City, pulled the vehicle to a stop on the sidewalk.

According to police, when the vehicle came to a stop, the passenger side front door opened and Feely exited the vehicle and fled east on East Second Street.

Officers attempted to locate Feely in the area but were unsuccessful.

As the officers searched the area, they were alerted by a witness that Feely had discarded something upon exiting the vehicle.

The officers then returned to the scene and recovered the item which was discovered to contain suspected crystal methamphetamine, one buprenorphine hydrochloride and naloxone hydrochloride (sublingual) pill, and drug paraphernalia for the purpose of injecting controlled substances.

Davore was cited for operating a vehicle without a certificate of inspection and an inspection code violation for tire tread surfaces.
