Oil City Police Still Seeking Three Fugitives

OIL CITY, Pa. (EYT)  — Oil City Police are still searching for three Venango County individuals stemming from an attempted traffic stop that led to a pursuit by several agencies. 

Magisterial District Judge Andrew Fish issued felony arrest warrants on Monday, August 21, for 20-year-old Asia C. Hall and 20-year-old Timothy R. Wolf, both of Oil City, as well as 20-year-old Jordan W. Dodge, of Franklin.

The warrants were issued as a result of a traffic stop Monday.

Details of the incident:

According to a criminal complaint, Chief Robert J. Wenner was on patrol in an unmarked police unit on Glenview Avenue near East Bissell Avenue when he observed Hall entering the intersection driving a white Chrysler Sebring convertible.

Chief Wenner asked dispatch to check Hall’s driver’s license but was quickly informed by another officer that her license was suspended.

Chief Wenner activated his siren to initiate a traffic stop on Hall’s vehicle in the 100 block of East Bissell Avenue. At that time, Chief Wenner requested backup units “based on his knowledge of the occupants.”

The complaint states that Hall initially pulled the vehicle to the left side of the roadway, and as Chief Wenner began to exit his vehicle, Hall quickly sped away, continuing on East Bissell Avenue in the direction of Harriott Avenue.

Other officers were dispatched, and a pursuit began.

“The pursuit was brief, but traveled through multiple residential neighborhoods,” said Chief Wenner in a press release issued Tuesday.

Hall had violated many traffic laws throughout the course of the pursuit, but when speeds reached an unsafe limit, Chief Wenner called all units off to ensure the public safety as the operator and several occupants had already been identified.

Witnesses that included a flag woman in a construction zone and various neighbors in the area said the actors fled the vehicle on foot, running down the embankment behind the Assumption Church, across the former railroad bridge, and continuing on Route 8.

Several other law enforcement agencies — including Franklin-based State Police, Venango County Sheriff’s Department, Sugarcreek Borough Police, and state Fish & Boat Commission Waterways Conservation Officers -joined with Oil City officers in a search of the immediate area near the Dollar General Store on Route 8.

After the pursuit ended, police spoke with the owner of the vehicle, a known Oil City resident, and learned that her vehicle was being used by her daughter in the early morning hours of August 21. The daughter used the vehicle and returned to her Oil City home where Hall was visiting. The daughter informed police that upon returning home, she went back to sleep. Hall then took the keys from a common area of her home and stole the vehicle from her driveway.

A fourth individual, a juvenile black male, was observed in the back seat of the vehicle with the others. He was arrested Tuesday.

The following charges have been filed on Hall, Wolf, and Dodge:

– Criminal Conspiracy to Commit Theft of a Motor Vehicle, Felony 3;
– Criminal Conspiracy for Receiving Stolen Property, Motor Vehicle, Felony 3; and
– Unauthorized Use of a Motor Vehicle, Misdemeanor 2.

The following additional criminal charges have been filed against Hall:

– Recklessly Endangering Another Person, Misdemeanor 2 (seven counts);
– Fleeing or Eluding Police – Felony 3;
– Reckless Driving, Summary;
– Careless Driving, Summary;
– Driving Vehicle at Safe Speed, Summary;
– Duties at Stop Signs, Summary;
– One Way Roadways, Summary; and
– Driving While Privilege is Suspended or Revoked, Summary.
