Oil City Woman Accused of Harassing Daughter

OIL CITY, Pa. (EYT) — An Oil City woman is facing criminal charges for allegedly harassed her daughter by text messages after authorities removed the girl from the home.

According to court documents 40-year-old Heather Marie Krupitzer Freeman, of Oil City, was charged with one third-degree misdemeanor count of harassment by repeated communications.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, January 3, in District Judge Andrew Fish’s office.

A certified summons was issued to Freeman on November 28.

According to a criminal complaint filed on November 20 by Oil City Police Officer Robert Culp, Freeman had communicated with her daughter by text messages at all hours of the day and night during a period from November 16 to 20.

The text messages came after the child was placed in the care of a foster family on Thursday, November 16, by the Venango County Children and Youth Services as part of an active safety plan for the child. The placement and safety plan were to protect the child from the environment she was in while living with Freeman. The environment was deemed detrimental and unhealthy to the mental and emotional health of the child, the complaint states.

Officer Culp spoke with the child, and he captured screenshots of the text messages sent to the victim by Freeman. The messages were, when viewed from the perspective of the victim, clearly of a harassing nature and caused mental and emotional distress, according to the complaint.

According to court documents, Freeman has previously spent time in the Venango County Jail for driving under the influence of controlled substances and drug possession.
