Oil City Woman Accused of Hindering Apprehension of Man Wanted on Arrest Warrant

PINEGROVE TWP., Pa. (EYT) – An Oil City woman was arrested after she allegedly hindered the apprehension of a man wanted on an arrest warrant.

According to court documents, on Thursday, February 21, Franklin-based State Police filed a criminal charge against 39-year-old Anna Jewel Winger, of Oil City, in Magisterial District Judge Patrick E. Lowrey’s office.

Trooper Siegel, of PSP Franklin, arrived at 829 McPherson Road, in Pinegrove Township, Venango County, around 10:30 a.m. on February 21, to serve an arrest warrant on Mark Daniel Fenstermaker.

Upon arrival, Trooper Siegel spoke with the known property owner who stated that he went inside the house and could hear two sets of footsteps upstairs. He said when he saw two marked patrol units pull in the driveway, he went back outside.

Troopers Siegel and Falco entered the residence with the owner’s permission to conduct a welfare check.

Upon entering the house, Trooper Siegel yelled up the stairwell and said “Hello.”

A female, identified as Anna Winger, answered him and said that she’ll be right down and that she was in the shower. Trooper Siegel then heard the shower turn on and then off and then back on. Trooper Siegel went back down the steps and met Trooper Falco and the property owner in the kitchen area.

Approximately five minutes later Winger entered the kitchen.

Trooper Siegel asked her where Mark (Fenstermaker) was. She replied that she did not know.

Trooper Siegel then asked if he and Trooper Falco could search the house because they believed that Fenstermaker was there, and she did not answer.

Trooper Siegel then said to Winger, “I know that he is in this house.”

Once again, she said nothing.

Troopers then went onto the second floor where a search was conducted with negative results.

Trooper Siegel entered the third floor and found Fenstermaker in a knee wall in a crouched position.

Fenstermaker was then placed under arrest for his warrant from Probation and Parole.

Winger was arraigned at 1:15 p.m. on February 21 in front of Judge Lowrey on the following charge:

– Hinder Apprehension/Prosecution-Harbor Or Conceal, Misdemeanor 2

Unable to post $5,000.00 monetary bail, she was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on February 27 with Judge Lowrey presiding.
