Oil City Woman Charged in Connection With Sale of Meth in Venango County

OIL CITY, Pa. (EYT) – An Oil City woman is facing charges in connection with the sale of methamphetamine throughout the Venango County area.

Court documents indicate Franklin-based State Police filed the following criminal charges against 39-year-old Katharyn D. Rivers, of Oil City, on Monday, February 11:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
– Possession of Controlled Substance, Misdemeanor (two counts)

According to a criminal complaint, Katharyn Rivers, who was in a relationship with James Lee Kopf, Jr., participated in the purchase and distribution of crystal methamphetamine.

The charges come less than three weeks after Kopf was arrested on charges related to the sale of methamphetamine in Venango County.

According to the complaint, around 1:28 p.m. on November 26, 2018, Rivers knowingly made a $3,500.00 cash deposit into the PNC bank account of a known New Jersey man for the purchase of crystal methamphetamine to be delivered through the U.S. Postal Service by overnight shipping to known locations in Oil City.

The complaint notes that Rivers’ residence was the main distribution locations.

Based on the investigation, Rivers was arraigned at 10:00 a.m. on Monday, February 11, in front of Magisterial District Judge Andrew F. Fish.

Unable to post $25,000.00 monetary bail, she was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, February 20, with Judge Fish presiding.

Kopf is scheduled to stand for a preliminary hearing in front of Magisterial District Judge Patrick E. Lowrey at 8:30 a.m. on Wednesday, February 20, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
– Corrupt Organizations – Employee, Felony 1
– Conspire To Violate 911b1, 911b2, 911b3, Felony 1
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (two counts)

He remains lodged in the Venango County Jail pending $50,000.00 monetary bail.
