Oil City Woman, Detroit Man Facing Hearings Wednesday on Drug Charges After Probation Check Finds Drugs, Paraphernalia

OIL CITY, Pa. (EYT) — An Oil City woman and a Detroit man are facing hearings Wednesday on charges related to a probation check where drugs and paraphernalia were discovered in a local residence.

Court documents indicate 32-year-old James Genus, of Detroit, Michigan, and 54-year-old Rita Marie Bugna (Mueller), of Oil City, are both scheduled to stand for preliminary hearings at 8:30 a.m. on Wednesday, October 16.

Bugna faces the following charges:

– Criminal Conspiracy Engaging — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession Of Marijuana, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Genus faces the following charges:

– Criminal Conspiracy Engaging — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of Controlled Substance, Misdemeanor
– Deliver/Intent To Deliver Drug Paraphernalia, Misdemeanor

The charges stem from a probation check that occurred on September 27.

According to a criminal complaint, around 8:36 a.m. on September 27, 2019, officers of the Oil City Police Department and the Sugarcreek Police Department responded to a location on West First Street in Oil City to assist agents of the Pennsylvania State Board of Probation and Parole.

According to the complaint, an agent attempted to make contact with Rita Bugna at a first floor apartment, and noted that an individual peeked out of a curtain and failed to open the door. Officers at the rear of the building also noted that a male was running through the residence.

One of the probation and parole agents then kicked in the door of the residence and entered.

Upon entry into the residence, the agents noted drug paraphernalia in plain sight including two marijuana bowls and a burn spoon found in the area of Bugna’s bed, according to the complaint.

After being taken into custody, Bugna was searched by the supervising agent, who allegedly discovered a baggie with a white substance inside. The complaint notes Bugna reported the substance belonged to James Genus, another individual who was found inside there residence, and also advised that Genus was int he area selling drugs and had asked her to hold the substance for him.

Bugna was arraigned in front of Magisterial District Judge Andrew F. Fish at 2:45 p.m. on September 27.

Unable to post $50,000.00 monetary bail, she remains lodged in the Venango County Jail.

Unable to post $75,000.00 monetary bail, he remains lodged in the Venango County Jail.
