Oil City Woman Faces Conspiracy Charges in Meth Case

OIL CITY, Pa. (EYT) — An Oil City woman has been arrested after she was allegedly found with methamphetamine and drug paraphernalia in her residence.

According to court documents, on Thursday, December 13, the Oil City Police Department filed the following criminal charges against 28-year-old Shani Nichole Alcorn, of Oil City:

– Criminal Conspiracy Engaging — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

According to a criminal complaint, a residence check at 408 Innis Street was being conducted by probation and parole for Alexander Petkavich. Shani Alcorn was known by officers to be a resident at this location. Officers discovered multiple torch-type lighters, pink rubber gloves, multiple glass smoking pipes, digital scales, numerous small plastic ziplock style baggies, as well as large shards/chunks of suspected crystal methamphetamine. Inside the freezer area of the refrigerator, a large lump sum of cash was found.

Around 3:00 p.m. on December 13, Oil City Police Chief Wenner was contacted. He and his officers responded to the residence.

The suspected crystal methamphetamine was field tested positive, according to the complaint.

During a search of the residence, a blue and black book bag with paperwork indicative to be the property of Alex Petkavich was found. Multiple syringes, small zip lock style baggies, scales with a white powdery residue, and containers with a white powdery residue were discovered inside the bag, the complaint states.

A black book was located within the residence with Alcorn’s name inside it, and inside the book were records of individuals who Alcorn had owed money.

According to the complaint, it is known for drug users/distributors to keep such “owe books” to keep records of individuals who purchase narcotics.

Also, a receipt was found within the book which showed Alcorn had placed $160.00 on Petkavich’s books within the Venango County Jail.

On a mattress located within the residence, court paperwork belonging to Alcorn was found.

A small blue container with a baggie containing a white powdery substance was located on a nightstand, the complaint indicates.

Alcorn was arraigned at 8:25 p.m. on Thursday, December 13, at Magisterial District Judge Patrick E. Lowrey’s office.

A preliminary hearing is scheduled for Wednesday, December 19, in Venango County Central Court.

Unable to post $25,000.00 monetary bail, she was lodged in the Venango County Jail.

Alcorn is also facing a preliminary hearing at 8:30 a.m. on January 2 in front of Magisterial District Judge Andrew F. Fish stemming from a November 17 incident involving corruption of minors.
