Oil City Woman Faces Felony Charges After Allegedly Selling Heroin, Crashing Vehicle While DUI

FRANKLIN, Pa. (EYT) — An Oil City woman is facing felony drug and related charges stemming from an incident that occurred in Franklin, Venango County.

According to court documents, the Franklin Police Department filed criminal charges against 44-year-old Diana Jones Wilson, of Oil City.

According to a criminal complaint, around 5:00 p.m. on April 27, Diana Wilson allegedly met with a known person and received money to purchase Heroin. Around 5:30 p.m. to 6:00 p.m., Wilson allegedly delivered the controlled substance to the known person.

Prior to the delivery, “Wilson possessed and personally used Heroin and Cocaine,” the complaint states.

“She used her cell phone at least twice to facilitate the drug delivery,” the complaint continues.

At 6:38 p.m., Wilson was driving a black Ford sedan westbound in the 100 block of Grant Street, in Franklin, while impaired by Heroin and Cocaine, and was involved in a vehicle accident with a parked vehicle. She fled the scene without providing information to the owner of the vehicle and parked her vehicle in the 200 block of Erie Street, the complaint indicates.

Wilson had a suspended license when this incident occurred.

Based on his investigation, Officer Barnhill, of the Franklin Police Department, requested a warrant of arrest for Wilson through Magisterial District Judge Matthew T. Kirtland’s office.

She was arraigned around 2:00 a.m. on April 28 on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver
  • Criminal Use Of Communication Facility, Felony 3 (two counts)
  • Intentional Possession Controlled Substance By Person Not Registered
  • DUI: Controlled Substance — Schedule 1 — 1st Offense
  • DUI: Controlled Substance — Impaired Ability — 1st Offense
  • Accident- Damage To Unattended Vehicle Or Property
  • Driving While Operator’s Privileges Suspended Or Revoked

Bail was set at $15,000.00 unsecured.

A preliminary hearing is scheduled for 8:30 a.m. on May 11 in Venango County Central Court with Judge Kirtland presiding.
