Oil City Woman Faces Hearing for Reporting False Domestic Assault Incident

OIL CITY, Pa. (EYT) — An Oil City woman is facing several charges after admitting that a violent incident she reported to police never actually occurred.

Court documents indicate the Oil City Police Department filed the following criminal charges against 25-year-old Allison Whitman, of Oil City, on Friday, June 22:

– False Alarm To Agency Of Public Safety, Misdemeanor 1
– Unsworn Falsification to Authorities, Misdemeanor 2
– False Swearing — Official Proceeding, Misdemeanor 2
– False Swearing — Mislead Public Servant, Misdemeanor 2
– Furnish Authority With Information W/O Knowledge, Misdemeanor 2

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, July 25, in front of Magisterial District Judge Andrew F. Fish.

Details of the case:

According to a criminal complaint, on January 20, 2018, Oil City Police Patrolman Lawton was dispatched around 10:11 p.m. to a private residence in the 300 block of Hoffman Avenue for a domestic disturbance.

Patrolman Lawton made contact with Allison Whitman who stated that during an argument, Steven Mark Spence had grabbed her by the throat, pushed a child to the ground, and shouted and cursed at another child.

On March 7, 2018, Patrolman Lawton received a notarized document from the Venango County District Attorney’s Office signed by Allison Whitman stating that the incident she reported did not occur and that she was under the influence of alcohol.

According to court documents, the charges filed against Steven Spence relating to the reported incident were dismissed on April 16, 2018.
