Oil City Woman Facing Child Endangerment Charges After 2-Year-Old Found Unsupervised Near Busy Street

OIL CITY, Pa. (EYT) — An Oil City woman is facing child endangerment charges after her toddler was found unsupervised near a busy street.

Court documents indicate the Oil City Police Department filed criminal charges against 32-year-old Jessica Ludy, of Oil City.

According to a criminal complaint filed by Patrolman Ruditis, on Monday, May 7, Oil City Police officers traveled to a residence on Grandview Road to meet a Venango County Children and Youth Services employee.

The CYS worker had found a two-year-old near the front of the residence, unattended. The residence borders roadway on Grandview Road, which has a considerable amount of traffic, according to the complaint.

Officers were contacted after the CYS worker attempted to make contact with the person(s) responsible for the child by knocking on the door of the residence multiple times.

According to the complaint, Patrolman Ruditis and Chief Wenner then knocked and announced themselves loudly, attempting to gain the attention of someone inside the residence. A short time later, a known woman opened the door to the residence and advised that police needed to speak to Jessica Ludy, the mother of the child. The woman then closed the door and went to retrieve Ludy.

Ludy was asked to step outside to speak with officers. She said she had fallen asleep at the residence after dropping off her other children at school. The complaint states she then blamed the toddler and referred to him as “Dennis the Menace,” when questioned about the child being unsupervised outside the residence near the roadway.

Ludy was arraigned at 2:15 p.m. on Monday, May 7, in Magisterial District Judge Andrew F. Fish’s office on one misdemeanor count of Endangering the Welfare of Children-Parent or Guardian Commits Offense.

Ludy is currently free on $15,000.00 unsecured bail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, May 16, with Judge Fish presiding.
