Oil City Woman Lands in Jail After Child Reports Abuse to Bus Driver

OIL CITY, Pa. (EYT) — An Oil City woman is facing child endangerment and assault charges following an investigation that was initiated after a conversation between one of her children and a bus driver.

Court documents indicate the Oil City Police Department filed criminal charges against 28-year-old Lyndsey Marie Terrill on March 16 at Magisterial District Judge Andrew F. Fish’s office.

According to a criminal complaint, Patrolmen Regal and Anderson received a report from Chief Robert Wenner regarding the welfare of Terrill’s children. They followed up with the school guidance counselor at the Seventh Street School in Oil City.

The guidance counselor informed the officers that one of the children told her bus driver that her mother, Lyndsey Terrill, was aggravated with her that morning. The dispute began when Terrill slept in and failed to get her child’s green t-shirt ready that she was supposed to wear to school for St. Patrick’s Day. At this point, Terrill’s boyfriend, Jeff Jackson, started to yell at Terrill, telling her that she should have been more prepared. The child reported that Terrill then kicked her son in the abdomen, punched him in the shoulder, and threw him to the ground. Then, she punched her daughter in both of her shoulders and smashed her head against a windshield, the complaint states.

Patrolman Anderson then spoke with the girl in the presence of the school guidance counselor, school principal, and Patrolman Regan. The girl told them that she believed Terrill was using drugs. She said Terrill would go into her room and shut the door. At that point, she believes to hear Terrill smash up pills and “breathe them up her nose,” according to the complaint.

She also stated that she and her brother do not get to eat every day because Terrill and Jackson sleep in until 5:00 p.m. to 6:00 p.m. She said whenever she tries to wake either of them up, after a few tries, Terrill’s boyfriend will get up and flick her on the head and make her sit in a corner. She reported that whenever she tells Terrill or Terrill’s boyfriend that she is hungry, she is told to go make cereal or to eat some crackers, the complaint states.

The girl stated that CYS has been at her house before for poor housing conditions and has even been there to pick up needles. Patrolman Anderson followed up with a CYS representative, and they verified that they have had incidents with poor housing conditions and endangering the welfare of children at the residence in question.

According to Chief Wenner, on February 28, 2017, Thomas Crose was arrested in front of the same residence for the alleged sale of a lethal amount of heroin that resulted in the death of Derick Black Jr. Crose later admitted to selling drugs out of Terrill’s residence.

Additionally, Terrill has allegedly continued to allow another known individual, who is wanted for failure to appear in the state of Michigan on child abuse fourth-degree criminal charges, to take care of and watch over her children.

Terrill was arraigned at 3:30 p.m. on Friday, March 16, in Magisterial District Judge Andrew F. Fish’s office on the following charges:

– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3 (two counts)
– Simple Assault, Misdemeanor 1 (four counts)

Unable to post $30,000.00 monetary bail, she was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, March 28, with Judge Fish presiding.

Jeff Jackson is currently in the Venango County Jail on outstanding warrants.

Chief Wenner told exploreVenango.com that Jackson has two warrants in Venango County and two in Butler County.

Jackson also has an outstanding warrant out of Michigan for endangering the welfare of children.
