OIL CITY, Pa. (EYT) — An Oil City woman waived her preliminary hearing on child endangerment and drug-related charges on Wednesday.

Court documents indicate the following charges against 25-year-old Summer Rose Brickner, of Oil City, were waived for court on Wednesday, August 21:

– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3
– Marijuana-Small Amount Personal Use, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

The charges have been transferred to the Venango County Court of Common Pleas.

She is currently free on $15,000.00 unsecured bail.

The charges stem from an investigation initiated by Venango County Children and Youth Services (CYS).

Details of the case:

According to a criminal complaint, an investigation was initiated when CYS requested officers to assist following a report that Summer Rose Brickner was using methamphetamine in the presence of her three-year-old son.

Officers of the Oil City Police Department went to a Harriott Avenue address listed on the report and made contact with Brickner.

According to the complaint, the officers noted a strong odor of marijuana coming from inside the residence, and Brickner allegedly admitted to smoking inside prior to the officers’ arrival with her son present in the residence saying that her son was downstairs alone while she and other individuals were upstairs smoking, the complaint states.

Brickner gave consent for officers to search the residence and stated there was marijuana in the residence but couldn’t say how much.

According to the complaint, the officers found green vegetable matter, believed to be marijuana, in a clear plastic baggie sitting on a small coffee table in an upstairs bedroom. They also discovered several other pieces of drug paraphernalia, including a piece of plastic straw with a white residue located in front of a futon.

The complaint notes that there was a child’s blanket on the futon and Brickner admitted it was where her son slept.

According to the complaint, Brickner also allegedly admitted that the items of paraphernalia were always out on the table and on her dresser and never in an out-of-reach area or locked away from the child’s access.

The green vegetable matter and the straw piece were sent to the PSP Crime Lab in Erie. Results showed the vegetable matter was marijuana and the white residue in the straw tested positive for methamphetamine, the complaint indicates.

Brickner was arraigned in front of Magisterial District Judge Andrew F. Fish at 4:50 p.m. on Monday, August 12.

Unable to post $15,000.00 monetary bail, she was lodged in the Venango County Jail.

She was released on Wednesday, August 21, after her bail type was modified to unsecured.
