Oil City Woman Waives Hearing on Drug Charges Related to Overdose Incident

OIL CITY, Pa. (EYT) – An Oil City woman waived her preliminary hearing on Wednesday on drug charges related to a recent overdose incident in Oil City.

According to court documents, the following charges against 35-year-old Jesika Raine McLaughlin, of Oil City, were waived for court on Wednesday, November 14:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Use/Possession Of Drug Paraphernalia, Misdemeanor (five counts)
  • Possession of Controlled Substance, Misdemeanor (two counts)
  • Possession of Marijuana, Misdemeanor

The charges have been transferred to the Venango County Court of Common Pleas.

McLaughlin remains lodged in the Venango County Jail on $25,000.00 monetary bail.

Details of the case:

According to Oil City Police Chief Robert Wenner, the arrest was made after officers and Rescue 7 responded to a medical emergency at a residence on Allegheny Avenue around 12:14 p.m. on Friday, November 9.

The emergency call indicated a known man at the residence was suffering from seizures; however, Chief Wenner told exploreVenango.com that the officers determined the medical emergency was overdose-related. The known man was transported to UPMC Northwest for treatment.

Officers made contact with the resident of the home, identified as Jesika McLaughlin.

According to the complaint, further investigation into the incident revealed McLaughlin to be in possession of the following:

  • a set of scales,
  • three syringes,
  • a white belt used as a tie off,
  • a spoon with the residue of a controlled substance,
  • a silver cylinder containing wet filters which are known to be consistent with being used for the process of injecting controlled substances via syringe,
  • a small clear bag containing residue of a white substance, and
  • a small amount of marijuana.

Officers learned that recently another individual experienced an overdose, related to controlled substances, at the residence with McLaughlin present. McLaughlin sought aid in assisting the overdosed person in her home, according to the complaint.

Based on the investigation, McLaughlin was arraigned on Friday, November 9, in Magisterial District Judge Andrew F. Fish’s office.
