PennDOT Announces Public Meeting for Route 8 Bridge Rehabilitation Project in Titusville

TITUSVILLE, Pa. — The Pennsylvania Department of Transportation invites the public to a meeting regarding plans to rehabilitate the bridge on Route 8 (South Franklin Street) over Oil Creek in the City of Titusville, Crawford County.

The bridge is located on Route 8 between the intersections with East Bloss Street and West Spring Street/ East Diamond Street (Route 27) in Titusville.

Work will include removing the existing bridge deck and sidewalk and replacing them with a new reinforced concrete deck and sidewalk. Work will also include cleaning and painting the bridge.

Work is expected to be undertaken in the 2017 construction season and last approximately three months.

The South Franklin Street Bridge is a 185-foot-long steel arch bridge that was built in 1940 and is currently classified as structurally deficient. The bridge is used by approximately 4,200 vehicles a day, on average.

Separate car and truck detours will be required during the construction period.

The proposed car detour would be 1.2 miles long and use East Bloss Street, Drake Street, Bank Street, Brown Street and Central Avenue (Route 27).

The proposed truck detour would be 28.4 miles long and use Route 227 and Route 27.

The purpose of this meeting is to introduce the project and to receive public input regarding any questions or concerns with the project. Also it is to receive any public input regarding historic and/or archaeological sites in the area, that could be affected by the project, as required by Section 106 of the National Historic Preservation Act (cultural resources) and Section 4(f) of the U.S. Department of Transportation Act of 1966, which governs use of the historic truss eligible for listing on the Nation Register of Historic Places.
