Sugarcreek Man Honored by PennDOT

Scott A. McMastersOIL CITY, Pa. – PennDOT Secretary Leslie S. Richards recognized 25 PennDOT employees Wednesday for their outstanding performance with the Star of Excellence Award, PennDOT’s highest recognition. One employee from PennDOT’s District 1, which represents Crawford, Erie, Forest, Mercer, Venango and Warren counties, was among the honorees.

“The Star of Excellence award illustrates that these employees, through their dedication, innovation and energy, keep our agency in the forefront of customer service,” Richards said. “We estimate that this group of exemplary employees has saved taxpayers roughly $6 million through their efforts.”

Local winner Scott A. McMasters was honored this afternoon at an awards luncheon at the Governor’s Residence in Harrisburg.

“We in District 1 are very proud of Scott. His hard work and dedication not only earned this well-deserved award, but also makes a valuable contribution every day toward our goal of providing a safe and efficient transportation system,” said District Executive William G. Petit. “I would like to join everyone in District 1 in congratulating Scott on this honor.”

McMasters, who lives in Sugarcreek Borough, Venango County, is a design engineer with 15 years of service with PennDOT. He is based at District 1 headquarters in Oil City.

Recognized by the Computer Aided Design and Draft (CADD) users in District 1 as the “go-to guy” for troubleshooting CADD-related design challenges, McMasters routinely coaches and mentors fellow designers as they develop their CADD skills.

McMasters not only keeps up with the ever-changing CADD software that supports highway and bridge design, but has extended his expertise into new areas. His involvement with GPS Control and 3D CADD design could provide as much as a six percent savings on the costs of applicable projects.
The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, to traffic control specialists, communications staff and design and engineering specialists.
