Police Arrest Franklin Man on Drug Charges

FRANKLIN, Pa. (EYT) — A Franklin man who has previous convictions for assault of a toddler and burglary has been jailed on drug charges.

According to Franklin Police Department, a month-long drug investigation led to the arrest of 21-year-old Cleo McKinney, Jr., of Franklin, on a felony arrest warrant on Wednesday, June 14, at 12:19 p.m.

The arrest warrant was issued by Magistrate Matthew T. Kirkland out of Franklin, District Court 28-3-03. It was based on information contained in a criminal complaint and affidavit filed by Franklin Police Officer Wagner.

McKinney was arraigned at 2:09 p.m. on June 14 in front of Judge Kirkland.

He faces the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver (two counts)
– Criminal Use Of Communication Facility (three counts)
– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver
– Intentional Possession Controlled Substance By Person Not Registered (two counts)
– Use/Possession Of Drug Paraphernalia (two counts)

Bail was set at $25,000.00 monetary.

A preliminary hearing is scheduled for 1:30 p.m. on June 21 with Judge Kirtland presiding.

McKinney is currently lodged in the Venango County Jail on an early case involving aggravated assault of a toddler case.

No other information is available on this case at this time.

McKinney was previously convicted of an October 2014 assault, a February 2016 assault of a toddler, and a March 2016 burglary.
