Police: Oil City Woman Faces Over 20 Charges for Filing False Child Abuse Reports

OIL CITY, Pa. (EYT) – An Oil City woman is accused of filing false reports of child abuse with Venango County Childen and Youth Services.

According to court documents, the Oil City Police Department filed criminal charges against 29-year-old Carmella Elaine Wilt, of Oil City.

According to a criminal complaint, on July 24, 2017, Carmella Elaine Wilt filed a report with Venango County Children and Youth Services alleging that a known man – the father of her one child and the acting father of a second child – and his live-in girlfriend delivered/administered some type of a controlled substance or medication to both of the minor children before returning them to her on July 23, 2017.

Wilt also reported that one of her sons was sexually abused by the known man’s live in girlfriend, the complaint states.

On July 28, while attending Central Court, Patrolman Culp, of the Oil City Police Department, spoke with Wilt in regards to the reports that she filed with Venango County CYS. Patrolman Culp stated that Wilt reiterated the statements and reports made to CYS, the complaint indicates.

On July 28, Patrolman Culp conducted interviews with the known man and his girlfriend at the Oil City Police Department. The couple provided Patrolman Culp with medical records of the boys obtained at both UPMC Northwest and Titusville Hospital. The documents reviewed by Patrolman Culp were both physical exams and urine screens for drug testing. The drug screenings returned negative results for the presence of a controlled substance. The physical exam concluded there were no signs of sexual abuse, the complaint continues.

On August 3, Patrolman Culp submitted a request for records from Venango County CYS pertaining to past history of Carmella Wilt and her relationship with the known man and his live-in girlfriend. Those records included a DVD of a forensic interview conducted on May 19, 2017, of one of the children on a previously reported sexual assault. The resulting status of that investigation by CYS was “unfounded.”

A document obtained by CYS stated, “There have been several referrals made after this that named (the known man and his live-in girlfriend) as perpetrators. All of the allegations have been invalid, and both boys have been interviewed by caseworkers and have never reported any type of sexual abuse.”

Based on the investigation, Wilt was arraigned at 8:30 a.m. on September 5 in Magisterial District Judge Andrew F. Fish’s office on the following charges:

– False Reports of Child Abuse, Misdemeanor 2 (eight counts)
– False Swearing – Mislead Public Servant, Misdemeanor 2 (five counts)
– False Report – Falsely Incriminate Another, Misdemeanor 2 (two counts)
– False Reports – Reported Offense Did Not Occur, Misdemeanor 3 (five counts)
– Stalking – Repeatedly Comm. To Cause Fear, Misdemeanor 1
– Harassment – Comm. Repeatedly in Another Manner, Misdemeanor 3

Unable to post $15,000.00 monetary bail, she was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 11:30 a.m. on September 13 with Judge Fish presiding.
