Oil City Police Department Calls: DUI Arrests

OIL CITY, Pa. (EYT) – The Oil City Police Department responded to the following incidents:

DUI on Seneca Street During Officers Down 5K Run

On Saturday, June 15, Oil City Police Officer McDevitt was sitting stationary along Seneca Street with his rear emergency warning lights on.

The street was shut down for the Officers Down 5K Run.

Around 8:50 p.m., a gold-colored SUV turned off Sycamore Street and onto Seneca Street driving toward the timing device and race runners. Patrolman McDevitt was able to stop the vehicle prior to the vehicle entering the timing area. He spoke with the driver – 64-year-old Robert E. Montgomery, of Oil City. Montgomery told Patrolman McDevitt that he did not see his emergency lights and that he had already been parked inside the shut down road once and was in a nearby establishment.

Officer McDevitt could smell the odor of an intoxicating beverage coming from McDevitt, and Montgomery was requested to perform field sobriety test, which he failed.

He was subsequently arrested for suspicion of DUI.

The blood results were returned from the crime lab, and the following charge was filed against Montgomery in Magisterial District Judge Andrew F. Fish’s office on July 8:

– DUI: Highest Rate of Alcohol (BAC .16+) 1st Offense, Misdemeanor

A preliminary hearing is scheduled for 1:30 p.m. on July 31 in Venango County Central Court with Judge Fish presiding.

A certified summons was issued to Montgomery on July 8.

DUI Charges Against Oil City Woman Waived for Court

Driving Under the Influence charges against an Oil City woman were waived for court on June 26.

On April 29, around 11:03 p.m., the Oil City Police Department received a call about a possible DUI driver going out West First Street in Oil City. Reports stated that the vehicle was swerving all over the road and onto the curb and was currently sitting in front of a residence in that area.

Patrolman McDevitt arrived on the scene and found the vehicle owner sitting inside the vehicle. The driver, 73-year-old Adell Larrain Knabb, of Oil City, exhibited signs of impairment and admitted to consuming alcoholic beverages recently that night.

Knabb was transported to UPMC Northwest for a legal blood draw.

A criminal complaint was filed in Magisterial District Judge Andrew F. Fish’s office against Knabb on June 2, 2019 following the results of the blood tests.

On June 26, Knabb waived the following charges for court:

– DUI: Highest Rate of Alcohol (BAC .16+) 1st Offense, Misdemeanor
– Careless Driving, Summary

The case is working its way through the Venango County Court of Common Pleas.

Knabb is currently free on $500.00 unsecured bail.
