Oil City Man Accused of Assaulting, Attempting to Strangle Woman Waives Hearing

OIL CITY, Pa. (EYT) – An Oil City man accused of an attack on a known woman at a residence in Oil City has waived his preliminary hearing.

According to court documents, the following charges against 19-year-old Darrell Banks Jr., of Oil City, were waived for court on Wednesday, September 12:

  • Aggravated Assault, Felony 1
  • Strangulation – Applying Pressure to Throat or Neck, Felony 2
  • Unlawful Restraint/ Serious Bodily Injury, Misdemeanor 1
  • Simple Assault, Misdemeanor 2
  • Recklessly Endangering Another Person, Misdemeanor 2

Charges have been transferred to the Venango County Court of Common Pleas.

Banks remains lodged in the Venango County Jail.

According to court documents, Banks was denied bail due to refusal to comply with non-monetary conditions and that he was a “danger to others.”

Details of the case:

Around 5:40 p.m. on Thursday, September 6, the Oil City Police Department received an anonymous tip about an assault that occurred at a residence on East Bissell Avenue in the early morning hours of Sunday, September 2.

According to a criminal complaint, around 3:00 a.m. on September 2, the known female victim appeared at a known individual’s home asking to stay the night because Darrell Banks Jr. had allegedly assaulted her and taken her phone.

The complaint states that the individual was awakened to loud screaming coming from the victim’s bedroom between 4:00 a.m. and 5:00 a.m. and found Banks sitting on top of the victim, strangling her with a pair of her underwear.

According to the complaint, the individual pulled Banks off the victim and held him while the victim ran away. The individual then released Banks, who returned a short time later pulling the victim by the hair. The individual noted that the victim had a bloody nose and bruising at that time.

In a text message at a later time, the victim stated that Banks had punched her in the face while they were outside together, according to the complaint.

The victim was treated at both UPMC Northwest and UPMC Presbyterian, where it was discovered she had bruising to her eyes, neck and jaw area, and upper lip as well as a fractured upper jaw and a broken nose.

The complaint states that the victim had to have a blood clot removed from her nose, as well as stents placed in her nose.

Banks was arrested early Friday morning, September 7.

Banks, who has a lengthy criminal history in Venango County, was sentenced to two years of probation on a simple assault charge in July of 2018.
