Preliminary Hearing Set for Titusville Woman on DUI, Resisting Arrest Charges

OAKLAND TWP., Pa. (EYT) — A Titusville woman is facing a preliminary hearing on a series of charges after allegedly failing sobriety tests during a traffic stop and then resisting arrest.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, May 6, in Venango County Central Court for 39-year-old Renae Marie Bowens, Titusville, on the following charges:

– DUI: General Impairment/Inc of Driving Safely — 1st Offense, Misdemeanor
– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– Criminal Mischief-Damage Property, Misdemeanor 3
– Exceed Max Speed Limit Established By 18 MPH, Summary

Unable to post $5,000.00 cash bail, she was lodged in the Venango County Jail.

Details of the case:

According to a criminal complaint, around 2:54 p.m. on Wednesday, May 23, Trooper Bingman, of Franklin-based State Police, was parked on Speer Road monitoring traffic on State Route 417 within the Village of Dempsytown in Oakland Township, which is a properly marked 35 mph hour zone, when Renae Bowens‘ vehicle entered the zone of influence of the handheld radar unit at a speed of 53 mph.

Trooper Bingman initiated a traffic stop on State Route 417 just south of Cooperstown-Dempsytown Road. During the traffic stop, he noted that he could detect the odor of an alcoholic beverage.

Bowens was instructed to exit the vehicle and a battery of standardized field sobriety tests were conducted.

According to the complaint, during the tests, clues of intoxication were indicated. Bowens also provided a breath sample into a PBT which showed a BAC of.118.

When Bowens was advised that she was being placed under arrest, she indicated that she was not going to be arrested.

At that point, Venango County Sheriff Foy was driving by and stopped to assist with the arrest.

According to the complaint, Bowens resisted Trooper Bingman and Sheriff Foy’s efforts, but she was eventually handcuffed behind her back.

The complaint also states that as Bowens was being walked to the unmarked blue 2013 Ford Taurus Police Interceptor, she kicked the front passenger’s door which caused a large scratch and will require repairs that will cost over $500.00.

Bowens was transported to UPMC Northwest where she submitted to a blood draw.

She was arraigned at 6:45 p.m. on Wednesday, May 23, in Magisterial District Judge Patrick E. Lowrey.
