Property on Liberty Street Rezoned for New Ice Cream Shoppe in Franklin

FRANKLIN, Pa. (EYT) – At a special hearing and meeting on Tuesday night, the Franklin City Council approved the rezoning of property on Liberty Street near Advance Auto Parts to allow for an ice cream parlor.

The council voted unanimously to pass an ordinance to change the zoning of lots 182A and 182B in the 1000 Block of Liberty Street from an R-2 Residential District to a CBD Central Business District, for the Haggerty family, who want to put in a seasonal ice cream parlor at the site.

The lot, which is next door to the Advance Auto Parts, has a garage on the “back” lot and the front lot was formerly occupied by a house that burned down several years ago.

The Haggerty’s plan to modify the existing garage into a walk-up ice cream shoppe with some outdoor seating.

The Haggertys said at a previous meeting that the ice cream shoppe would most likely be open from May through October and would also offer take-out dinners two days per week.

Originally, the council intended to hold a hearing on the matter on July 1, 2019, prior to its July council meeting, after city solicitor Brian Spaid noted that it couldn’t be done prior to the June meeting because the June meeting was less than the mandatory 30 days away from the first reading, and the city needed to give notice for such a hearing.

However, Dotty Haggerty asked if there was any way that hearing could be moved into June so that she could open the ice cream shoppe earlier, and the council agreed to hold the hearing on Tuesday, June 18.
