Riots at Western PA Child Care Youth Center Cause Concern for Employees, Local Authorities

EMLENTON, Pa. (EYT) — Rioting at the privately-run Western PA Child Care Youth Center has become a major concern for employees and responding agencies.

Another riot at the center has left three area residents injured.

Officials at the center had no comment.

According to a published article in the Butler Eagle, two Clarion County people and one Venango County man were injured.

State police say 35-year-old Brent Smrekar, of Shippenville, 43-year-old Tobi Shick, of Rimersburg and 37-year-old Gary Reed, of Pleasantville, were injured during the riot.

Smrekar was hit in the head, while Shick suffered a heart-related issue, and Reed had a cut on his head.

All three were treated at Clarion Hospital.

The riot is the fourth in the last eight months at the center, located in Allegheny Township, in northern Butler County. It is owned by Mid-Atlantic Youth Services Corporation.

The facility — which opened in 2005 — houses males between 16 and 21 years old and counsels those with drug, alcohol, and criminal problems. The residents are placed there by juvenile courts across the state.

A riot there in May 2016 involved more than three dozen people and eight staff members were injured.

State police said the incident involved rival gang members.

A June 4 riot involved 24 youths. Four staff members and two residents were transported to a hospital for treatment.

Then, just one day later, on June 5, another riot included 10 youths who live there. No injuries were reported.

After Monday evening’s riot, 18-year-old Andre Dominique Prater, of Philadelphia, and four youths were charged with various offenses.

Prater faces a third-degree felony charge of inciting a riot and a third-degree misdemeanor charge of disorderly conduct.

Unable to post $75,000.00 monetary bail, he was lodged in the Butler County Jail.

A preliminary hearing is scheduled for 3:00 p.m. on January 24 in front of Magisterial District Judge Lewis E. Stoughton.

The others involved face felony charges of aggravated assault in Butler County juvenile court. They include a pair of 17-year-old boys from Pittsburgh, a 17-year-old boy from Rockville, Md., and a 14-year-old boy from Baltimore.

The four unidentified youths remain at the facility.
