Search Warrant Leads to Child Endangerment Charges for Oil City Couple

OIL CITY, Pa. (EYT) — An Oil City couple were arrested on child endangerment charges after police found drug paraphernalia in their residence.

Court documents indicate the Oil City Police Department filed criminal charges against 29-year-old Zachary Dale Brock-Collingwood and 23-year-old Stephanie N. Goodman, both of Oil City.

According to a criminal complaint, on Friday, January 18, officers of the Oil City Police Department traveled to a residence on East Seventh Street in Oil City to execute a search warrant at the residence. Upon their arrival, the officers made contact with and detained Stephanie Goodman and Zachary Brock-Collingwood, who were known to the officers from prior law enforcement related matters.

During the execution of the search warrant, Chief Robert Wenner and Patrolman Ruditis located a purse containing identification belonging to Goodman, a wallet and an additional PA identification card belonging to Collingwood-Brock, as well as a small amount of marijuana, residue, and multiple pieces of paraphernalia including, but not limited to, syringes, baggies, and scales, according to the complaint.

The complaint notes that baggies and scales can also be indicative of possession with intent to deliver controlled substances.

According to the complaint, Goodman’s two minor children were in the residence and based on the search and the locations in which the items were found in relation to the children’s bedrooms, the children would have had access to the items.

Goodman and Brock-Collingwood were arraigned on Friday, January 18, in front of Magisterial District Judge Andrew F. Fish.

Goodman faces the following charges:

  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3 (two counts)
  • Possession of Controlled Substance, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $15,000.00 monetary bail, she was lodged in the Venango County Jail.

Brock-Collingwood faces the following charges:

  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3 (two counts)
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $25,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, January 30, in Venango County Central Court.
