Second Arrest Made Following Discovery of Oil City Meth Lab

OIL CITY, Pa. (EYT) – A second individual has been arrested following an investigation into the manufacturing of methamphetamine on West Front Street, in Oil City, Venango County.

On Tuesday, July 25, the Oil City Police Department arrested 61-year-old Patricia A. Harn, of Oil City, after an investigation into a domestic dispute where officers subsequently observed precursors for the manufacturing of methamphetamine.

Officers then applied for and were granted a search warrant for Harn’s residence located on the 700 block of West Front Street where she was living with Herbert Brickner. Brickner was arrested on Monday, July 24, and lodged in the Venango County Jail.

Based on the investigation and execution of the search warrant of Harn’s apartment, an arrest warrant was issued. Patrolman Ruditis and Chief Wenner made contact with Harn on Tuesday and took her into custody.

She was arraigned at 2:30 p.m. on July 25 in Magisterial District Judge Andrew F. Fish’s office on the following charges:

– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possessing phenylpropanolamine, etc., or a precursor substance with intent to unlawfully
manufacture, Felony
– Risking Catastrophe, Felony 3
– Recklessly Endangering Another Person, Misdemeanor 2
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $25,000.00 monetary bail, Harn was lodged in the Venango County Jail.

Both Bricker and Harn face preliminary hearings at 8:30 a.m. on August 2 in front of Judge Fish.
