According to a criminal complaint, around 6:00 p.m. on June 26, Trooper Hagan, of PSP Franklin, responded to a motorcycle accident south of the intersection of Fairfield Drive, north on Route 257. The operator of the motorcycle – Lloyd E. Hartsuyker – was lying in a grassy area near the curb on the east side of Route 257. A female passenger was lying within the northbound lane of Route 257. The Suzuki motorcycle was overturned onto its side within the northbound lane.

The complaint states that Lloyd Hartsuyker suffered substantial injury and was bleeding from a head injury. Neither Lloyd nor the female passenger had helmets on at the time of Trooper Hagan’s arrival.

Both occupants were placed onto stretchers and taken from the scene by ambulance to UPMC Northwest in Seneca and then flown to UPMC Hamot in Erie by STAT Medivac.

While on scene, Trooper Hagan interviewed a witness to the accident who stated that “the male operator of the motorcycle (Lloyd Hartsuyker) had passed his residence going northbound on Route 257 with a female passenger. (The witness) indicated the motorcycle was traveling at a very high rate of speed as it passed his residence. (The witness watched) the motorcycle go out of control and crash, just south of the intersection with Fairfield Drive,” the complaint indicates.

Around 9:15 p.m. on June 26, Trooper Hagan spoke to Hartsuyker’s nurse in the Emergency Department at UPMC Hamot. “(The nurse) related she had detected an odor of an alcoholic beverage emanating from Hartsuyker’s breath, and she had drawn a medical blood sample from (him),” the complaint continues.

According to the complaint, “Hartsuyker’s Blood Alcohol Concentration was 0.140%. This figure represents the serum blood drawn by the hospital. When converted to whole blood equals 0.116%.”

The medical records of the female passenger indicated that she suffered the following injuries: “a concussion; Calvarial (skull) fracture; Subdural and Subarachnoid hemorrhage; lip laceration; end extensive road rash,” the complaint states.

Based on his investigation, Trooper Hagan filed a criminal complaint in District Judge Patrick E. Lowrey’s office, on July 19.

Hartsuyker was arraigned and released on $15,000.00 unsecured bail.

The case has been transferred to the Venango County Court of Common Pleas and is working its way through the court system.
